Oxfam is an international confederation of 21 organizations (affiliates) plus the Oxfam International Secretariat, working together with partners and local communities in the areas of humanitarian, development and campaigning, in more than 90 countries.

Leading the development and the implementation of advocacy strategies designed to influence the humanitarian and conflict policies and practices of the European institutions, both in Brussels and at country level. Also coordinating the humanitarian advocacy efforts across key EU Members States.

This post will be part of the Oxfam International EU Advocacy office which is based in Brussels, Belgium. The team focuses on the European Union institutions, primarily the European Commission, Council and Parliament. It advocates for sustainable, inclusive, and accountable programming and policies on development and humanitarian aid. The team also acts as a service hub for the Oxfam Confederation, by supporting country offices and partners to engage with the EU in Brussels and in countries (with EU Delegations, EEAS), and by coordinating advocacy efforts amongst European Oxfam affiliates regarding European policies.

This post will also work closely with the Oxfam International Humanitarian Team (called ‘Rights in Crisis’) as well as humanitarian policy advisors in regions and countries.

Brief Background about the Position

DEPARTMENT PURPOSE: Achieving systemic change and impact using Oxfam’s presence at every
level from local, to regional, to global, aligned with the vision of Oxfam’s Global Strategic Framework:
influencing and engaging audiences around the world – through action and by generating financial
support – to fight inequality to end poverty and injustice.


TEAM PURPOSE: This post will be part of the Oxfam International EU Advocacy office which is based
in Brussels, Belgium. The team focuses on the European Union institutions, primarily the European
Commission, Council and Parliament. It advocates for sustainable, inclusive, and accountable
programming and policies on development and humanitarian aid. The team also acts as a service hub
for the Oxfam Confederation, by supporting country offices and partners to engage with the EU in
Brussels and in countries (with EU Delegations, EEAS), and by coordinating advocacy efforts amongst
European Oxfam affiliates regarding European policies.

JOB PURPOSE: Leading the development and the implementation of advocacy strategies designed to
influence the humanitarian & conflict policies and practices of the European institutions, both in
Brussels and at country level. Also coordinating the humanitarian advocacy efforts across key EU
Members States.

Duties and Responsibilities

o develop and lead the implementation of advocacy strategies to influence the European Union
(EU) institutions and Member States on conflict and humanitarian issues, in line with Oxfam’s
priorities.

  • To undertake policy and political analysis aimed at strengthening Oxfam’s understanding of, and
    ability to, influence relevant EU humanitarian and conflict policies and practices, on topics like
    local humanitarian leadership, nexus, Women Peace & Security, access, respect for International
    Humanitarian Law, and funding).
  • To develop and maintain relationships with the relevant EU institutions and key policy makers for
    the implementation of Oxfam’s advocacy, and to influence politicians and officials, especially in
    Brussels.
  • To undertake internal coordination work in the EU Advocacy office with key colleagues (ECHO
    Account manager, EU Migration Policy Advisor, EU Civic Space Policy Advisor, EU Media Advisor),
    and coordinate with Oxfam affiliates (particularly in Europe), other Oxfam advocacy offices in New
    York and Geneva, Oxfam country offices, and allies.
  • To prepare policy briefings, letters, blogs and presentations and other written materials, including
    media products in collaboration with the media team, for internal and external use.
  • To organize and manage events in Brussels to support Oxfam’s advocacy objectives, and
    represent Oxfam in lobby meetings, conferences, consultation meetings and international fora as
    appropriate as well as in the media.
  • To work closely with other humanitarian, peace and human rights organisations and networks on
    joint advocacy initiatives at EU level.
  • To line-manage the Humanitarian, Conflict and Migration Policy Assistant (together with the EU
    Migration Policy Advisor).

Required Qualifications, Skills and Experiences

  • Good knowledge of international conflict and humanitarian contexts, main policy processes and main humanitarian topics relevant to Oxfam.
  • Demonstrable knowledge of EU decision-making processes and relevant EU institutions (ways of working, agendas, and how to influence them).
  • Track record in policy influencing towards governments and/or international institutions.
  • Demonstrable organisational and leadership skills and ability to prioritise and manage multiple projects to deadlines in a complex institutional setting.
  • Strong communication skills for lobbying and media work, diplomatic approach when needed and awareness of political sensitivities.
  • Strong inter-personal and feminist skills, and ability to work well and flexibly in teams working across countries and time-zones, while also able to take initiative and work under pressure with limited supervision.
  • Fluency in English, both spoken and written.
  • Adherence and commitment to Oxfam’s values.

Desirable

  • Ability to work (speak, read, write) in French.
  • Lived experiences with intersecting systems of oppression, with knowledge and experience of how power and privilege play out in the countries we work with.
  • Work experience in countries with a humanitarian or conflict situation is highly desirable.

Salary: C1 €80,139.93 (midpoint) including benefits.

Holidays and benefits: Life Assurance; 6% employer contribution to the Belgium Office Pension Scheme with NN insurance; representation allowance € 195 net per month and transport allowance of € 49 net per month. You will be eligible to 25 days holiday per annum + 10 local public holidays.
