Brief Background About the Hiring Unit

The position is located in the Executive Office of the Secretary-General, in the Management and Administrative Unit. The Finance and Budget Officer reports to the Chief of the Unit, through a P-4 Finance and Budget Officer. The EOSG, under the guidance of the Secretary-General (SG), work as a team pursuing in a cohesive and coherent manner, the SG’s vision, priorities and policies for his second mandate in office. It seeks alignment of the United Nations family with the SG’s vision, priorities and policies.

It is guided by the necessity of securing the highest standards of efficiency, competence and integrity and of achieving gender and regional balance among staff. All EOSG unit will support the EOSG senior officials, as appropriate, depending on the tasks at hand, regardless of which senior official they formally report to, and will work together through a matrix team approach, as necessary, to ensure EOSG leads by example on integration and cross-pillar work.

Brief Information About the Position

Duties and Responsibilities

Within delegated authority, the Finance & Budget Officer will be responsible for the following duties: Budget preparation:

• Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for work programs undertaken in EOSG.

• Provides support to managers with respect to the elaboration of resource requirements for budget submissions.

• Reviews, analyzes and finalizes program budget/financial implications to trust funds and grants.

Budget administration:

• Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.

• Monitors budget implementation and determines/recommends reallocation of funds when necessary.

• Monitors expenditures to ensure that they remain within authorized levels.

• Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.

• Manages and coordinates the production of budgetary management reports as and when required, and provides advise and support to managers of other EOSG units on financial and administrative matters related to utilization of extra-budgetary resources

General:

• Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to work program, ensuring compliance with donor requirements as well as with United Nations policies and procedures;

• Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules.

• Performs other related duties, as assigned.

Required Qualifications, Skills and Experience

Education

Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.

Work Experience

A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area is required. Experience working with trust funds and/or extra-budgetary resources in an ERP system is required. Experience working with Microsoft Excel and Umoja BI is required. Familiarity with donor agreements, Umoja Grantor module and IPMR is desirable. Experience with assessed contribution is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
